Hell is about to break loose when an ATF agents Ethan Carter (Dean Cain) and Julie Sanders (Jennifer Beals) infiltrate a radical militia group led by madman George Montgomery (Stacy Keach). His plan to murder the U.S. President and overthrow the government hinges on three stolen missiles filled with antrax.
